Zhao, or Airship Captain Zhao, or Captain Zhao, was an airship captain and got his own airship armada in the Fire Nation Air Force. He served under Major Kent, who commanded the Air Force. When Major Kent was killed during an airship attack on Shu Shin She, no had taken command of the Air Force but technically Zhao was the second highest rank. He was only an airship captain but Zhao was also Kent's assistant.
Later Zhao took command of the Air Force and instead of one enormous fleet of ships, he gave every airship captain a fleet of 16 airships. There were six fleets, although only three of them were shown. Zhao's Airship Armada, which had an enormous airship that was the flagship, Royal Escort Group, which was operated by Royal Defenders, and Desert Division, which used airships and War Balloons.
